Instructions for Preparing your FY 2004 ESDIM Proposal

Submitting a Letter of Intent (LOI) for the FY 2004 ESDIM Program was the initial step in the process for a Principal Investigator (PI) seeking funding for an ESDIM Project. The next step is for the PIs of the selected LOIs to submit a full proposal.

Both a paper and electronic version of the proposal shall be submitted to the LO/PO representative. The paper copy will include a signature (see instructions) on the first page. Acceptable file formats for the electronic version of the proposal are WordPerfect, Word, and PDF.

There are specific instructions for format and content of FY 2004 ESDIM Proposals. Format instructions are listed below. The reasons for specific formatting instructions are to enhance the readability of your proposal and to ensure no pages are lost or placed out of sequence when the proposals are copied and compiled into a bound book given to the reviewers.


FY 2004 ESDIM Proposal Format Instructions:

  1. Use no smaller than 12 point or 10 cpi font;

  2. Set the left margin at no less than 1 inch and the top, bottom and right margins at no less than 3/4 inch;

  3. The line spacing should be no less than 1;

  4. The proposal will contain no more than 8 (eight) pages. A separate cover sheet is neither required nor desired. Only the first 8 pages of your ESDIM Proposal will be distributed to the reviewers;

  5. A footer identifying your proposal and a page count is required on each page (see proposal instructions)and;

  6. Color pages will be reproduced as black and white pages when distributed to reviewers.

Please follow the instructions. Proposals may be returned if formatting problems are not easily correctable.


FY 2004 ESDIM Proposal Template

  1. Proposal ID: This will be given to you by your ESDIM Team representative. It is the same ID given to the LOI by the ESDIM Program Office.

    Your proposal ID will be NES_04?xx, NMFS_04?xx, NOS_04?xx, NWS_04?xx, or OAR_04?xx. This is the same ID that was assigned to your LOI during the LOI review process. The proposal ID should be in the name of the electronic file sent to the LO/PO representative, E.g. NMFS_04?xx.wpd

  2. Title: Limit title length to a maximum of 120 characters.

  3. Principal Investigator (PI): The PI must be a NOAA employee. (Only 1 PI per project) Last Name, First Name, Middle Initial, and (Name used) if different than first name. e.g. for Smith, Robert M. (Mike)

    Indirect costs, applicable to NOAA employees salaries, MUST be included in the total Personnel Compensation (FTE) line of the budget. This is a cost in addition to salary and benefits and varies depending on your FMC.

  23. If an objective of your proposal is to rescue data and/or to place data on?line, please make a statement addressing how you plan to create a NOAA FGDC format data description for the data and make the metadata description electronically available to the NESDIS CIO Office. A metadata record is NOT required as part of the proposal submission process; it IS required AFTER the appropriate dataset(s) have been completed.
